Why does my neighbor downhill get faster cable than me?

Cable signal degrades with distance from the distribution hub. Your neighbor is closer to the source, so they get stronger signal. By the time the signal climbs the hill to your home, it's already lost significant strength. It's frustrating but technically normal. Internet doesn't have this distance penalty.
